The Ukrainian village of Ocheretyne has been devastated by fighting, as shown in drone footage obtained by the Associated Press. Russian forces have been advancing in the Donetsk region, using artillery, drones, and bombs to attack Kyiv’s weakened military. The village, which had a population of about 3,000 before the war, has been heavily damaged, with most buildings beyond repair. Russia has also increased attacks on the city of Kharkiv and the Black Sea port of Odesa, causing casualties and damage to infrastructure.
In the midst of this crisis, the European Commission has stepped in to provide much-needed support to Ukraine. On Wednesday, April 24th, the European Commission announced the allocation of a tranche of 1.5 billion euros in macrofinancial assistance to Ukraine. This assistance is part of a larger support package totaling 50 billion euros.
European Commission President Ursula von der Leyen emphasized the importance of these funds in supporting the functioning of the state service in Ukraine, as the country faces Russian aggression. She stated, “Ukraine carries a heavy burden for all of us. Today, we are allocating an additional 1.5 billion euros within the 50 billion Ukraine Facility program.” This financial assistance comes after the first payment of 4.5 billion euros was made in March under the Ukraine Facility program.
The allocation of further tranches from the EU under the Ukraine Facility program is contingent upon Ukraine’s implementation of a reform plan approved by the European Commission in mid-April. This plan, which includes 69 reforms and 10 investments across various sectors, such as energy, agriculture, transportation, and digital transition, needs to be approved by EU member states, a process that will take approximately one month.
While Ukraine battles the devastating impact of Russian aggression, the European Commission’s financial assistance provides a glimmer of hope for the country’s recovery. The funds will contribute to rebuilding infrastructure, supporting state-owned enterprises, and facilitating the transition to a greener and more digital economy.
