The European Commission has recommended opening formal membership talks with Ukraine, signaling strong support for the country in its battle against Russia. Ukrainian President Volodymyr Zelenskyy hailed the move as a “strong and historic step” towards a stronger EU. The talks are contingent upon Ukraine meeting final conditions related to corruption, lobbying laws, and minority safeguards. The EU’s 27 leaders still need to approve the recommendations at a summit in December. Following the meeting of the European Commission’s Collegium, President Volodymyr Zelensky held a meeting with the Ambassador of the European Union to Ukraine, Katharina Maternova. During the meeting in Kyiv, Katharina Maternova handed over to the Head of State the approved report of the European Commission on Ukraine’s progress within the enlargement package in 2023. This is the first time the European Commission has assessed reforms in Ukraine as a candidate country within the EU enlargement package.
The Head of State thanked the European Commission for recommending that the European Union countries start negotiations on Ukraine’s accession to the EU. “For us, this is a great motivation, a big step forward in our European integration. We are very grateful to the European Commission, President Ursula von der Leyen, and her team for this important stage and positive recommendations,” said Volodymyr Zelensky.
Katharina Maternova, on her part, noted the great work done to be able to say that the European Commission recommends starting negotiations on Ukraine’s accession to the EU. “As you said, you are implementing reforms primarily for yourselves, and it is a long process that is still ongoing, but this step has already been taken. There will be other steps, but at this moment, I personally am very pleased to be able to hand over this report to you,” said the EU Ambassador.
The President of Ukraine welcomed the readiness of the European Commission to start preparatory work for negotiations with Ukraine, including the official assessment of the implementation of European Union law (EU acquis) in Ukrainian legislation (“screening”). It was emphasized that our country is also starting preparations for the negotiation process with the EU, while strengthening and improving its institutional capacity for successful negotiations.
In order to ensure the fastest implementation of the remaining recommendations of the European Commission for a positive decision by EU leaders in December 2023, today President Volodymyr Zelensky signed a Decree “On certain measures for the preparation for the negotiation process on Ukraine’s accession to the European Union.” The document is aimed at ensuring the implementation of the strategic course towards full membership of Ukraine in the European Union, creating conditions for effective political interaction, and improving coordination of the activities of state bodies in order to initiate the negotiation process on Ukraine’s accession to the EU as soon as possible.
